1 SAFETY REGULATIONS

1.1 Competitors shall wear a personal flotation device securely fastened at all times when afloat.

1.2 Competitors must sign on before going on the water and sign off once back ashore.

1.3 Any competitor coming back ashore before the end of the last race of the day must inform the race committee boat, one of the safety boats or the shore safety officer.

2 RULES

2.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RSS).

3 NOTICES TO COMPETITORS AND CHANGES TO SAILING INSTRUCTIONS

3.1 Notices to competitors will be posted on the official notice board.

3.2 Supplementary sailing instructions (called ‘the supplement’ below) will be posted on the official notice board.

3.3 Any change to the sailing instructions will be posted before 0800 on the day it will take effect and notified in the briefing, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.

4 SIGNALS MADE ASHORE

4.1 Signals made ashore will be displayed from the flagpole.

4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP. 

5 SCHEDULE OF RACES AND SCORING SYSTEM

5.1 Seven (7) races are scheduled, with up to 4 races sailed on Saturday 15th. No race will be started later than 1500 on Sunday 16th.

5.2 The RYA Portsmouth Yardstick handicap system will be used to determine the position of each boat within each fleet based on elapsed time.

5.3 Low point scoring system A2 will apply. Once 4 races have been completed, a competitor’s worst score will be discarded.

5.4 In each fleet all boats will be scored and ranked overall, with division prizes determined by the order extracted from the overall results.

6 CLASS FLEETS AND CLASS FLAGS

6.1 All entries will be divided into two or three fleets of mixed classes. The allocation of classes to fleets will be advised at the Saturday briefing and will depend on entry numbers in each class.

6.2 Class flags will be some or all of the following:

  • ILCA Fleet: ILCA class insignia on white background

  • Open Handicap Fleet: Flag F (red diamond on white background)

  • Junior Handicap Fleet: Flag D (horizontal blue stripe on yellow background)

7 THE COURSES

7.1 No later than the warning signal, the race committee will designate the course by displaying one or two letters followed by a number for each fleet, and it may also display the approximate compass bearing of the first leg.

7.2 The course diagrams are displayed below following SI 13. They show the courses, the order in which marks are to be passed, and the side on which each mark is to be left. The supplement may include additional courses.

8 MARKS

8.1 Marks will be large cylindrical orange buoys.

9 THE START

9.1 Races will be started by using RRS 26.The order of starting for fleets will be notified at briefing.

9.2 The starting line will be between a staff displaying an orange flag on the race committee vessel and the starting mark.

9.3 The U flag may be substituted for the Blue Peter which indicates that RRS 30.3 is in force.

10 THE FINISH

10.1 The finishing line will be between a staff displaying an orange flag on the race committee vessel and the finishing mark.

11 TIME LIMITS

  • Mark 1 Time Limit: The time limit for the first boat to pass Mark 1 is 15 minutes. 

  • Race Time Limit: The first boat must finish within one (1) hour of the start time.

  • Finishing Window: 15 minutes after the first boat in the Fleet finishes.

11.1 If no boat has passed Mark 1 within the Mark 1 Time Limit, the race shall be abandoned and restarted.

11.2 Boats failing to finish within the Finishing Window shall be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5.

12 ON WATER PENALTIES

  • Touching marks, 360-degree turn in accordance with rule 44.1.

  • Breaking Rules of Part 2 (When boats meet), rule 44.1 is modified; a 360 degree turn is required (not a 720 degree turn). 

13 PROTESTS AND REQUEST FOR REDRESS

13.1 Protests must be notified to the committee boat and acknowledged and lodged in writing to the Race Office Desk within 30 minutes of the last boat in the Fleet finishing at the end of the racing session. Arbitration will first be offered before any Protest Hearing.
